LA American districts 6, 19, 22, 23, 39, 45, 61, 26, 43, 55, 69, 73, 67, 80, 16, 74, 71, 87, 64 and 85 were reported to not get any hats - in district 93 at the moment where most people moved when they didn't recieve hats and the event hasn't started. Presumably 'cause it was created too late. :x

District 78 recieved hats, apparently. XD

Ok, was just in LA American District 61 - and no hat at the end of the event. Awesome. Should have been a Grenth hat, for the record.

ok..real weirdness

after getting shut out of the hat business in LA, we moved our 4 accounts to Kamadan int 5.
2 accounts got a hat but the other 2 didn't... not impressed by that

I hope there is a way to get the hats like a npc that could give them out after the event if we never managed to get one .
